托盘共用系统中政企演化博弈分析--基于政府补贴视角

摘　　要：托盘共用系统建设过程中政府补贴策略起重要作用,为探究补贴政策下政府与企业双方的博弈关系,分析合理使用补贴策略下的成本、政府与企业收益差异,运用演化博弈的方法研究政府监督策略的不同选择对企业如何使用补贴的影响。结果发现:企业违规使用补贴时政府惩罚力度、企业对补贴的合理使用成本和获得的收益会影响最终博弈结果。通过合理配置补贴资源、政府补贴形式多样化、完善补贴监管体系等方法,有利于政府与托盘租赁企业建立相互信任的关系,可以有力推动托盘共用系统建设。The government subsidy policy plays an important role in the construction of the pallet sharing system.In order to explore the game relationship between the government and the pertinent enterprises under the policy of subsidization,we analyzed the difference between the cost and the revenue of the government and the enterprises under a reasonable subsidy policy,and used the evolutionary game methodology to study the impact of different government supervision strategies on how the enterprises used the subsidies.The results found that the government penalty on illegal use of the subsidies,the cost for the rational use of the subsidies the enterprises,and the benefits obtained therefrom would affect the final result of the game.We also found that the reasonable allocation of subsidy resources,diversification of government subsidies,and improvement of subsidy supervision systems could help the establishment of mutual trust between the government and the pallet leasing enterprises and effectively promote the construction of the pallet sharing system.
