摘　　要：全面禁止核试验条约组织筹委会是推动全面禁止核试验条约生效的重要机构,目前筹委会财政能力存在不足,导致其功能受限。由于筹委会财政收入主要由分摊会费、各种基金收入及签署国自愿资助三部分构成,因此财政汲取能力有限,也限制了筹委会分配和公共传播等职能的发挥。影响筹委会财政能力的因素主要包括:条约签署国的政治意愿、各国国内经济形势、国际军备控制的发展,以及条约条款自身的缺陷。筹委会可以通过加强与联合国、有核国家的安全合作与公关运作,减少组织日常开支,优化财政使用等方式以提高财政收入。The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization(CTBTO)is an important institution to promote the Treaty into force.At present,the insufficient financial capacity of the Preparatory Commission has led to its functional limitation.As the fiscal revenue of the Preparatory Commission mainly is composed of three parts:assessed contributions,various fund revenues,and voluntary funding from the signatories.Its financial absorptive capacity is limited,which affects the play of its functions of allocation and public communication.The factors affecting the financial capacity of the Preparatory Committee mainly include the political will of the signatories of the treaty,the domestic economic situation of each country,the development of international arms control,and the defects of the treaty provisions.In order to improve its financial capacity,the Preparatory Committee can strengthen its security cooperation and public relations operation with the United Nations and nuclear weapon countries,reduce daily expenses of the organization,and optimize the use of fiscal resources.
