摘　　要：针对科研院所的管理体系和流程体系展开研究,围绕科研生产主线,将质量、知识产权、环境、职业健康安全和保密等管理体系要求整合融入基于过程的端到端业务流程,实现工作流程化、流程清晰化、多方要求嵌入化和责任主体化,从而构建了以流程为核心的由业务层、基础层、管理层、支撑层组成的综合业务管理体系。在此基础上,基于流程体系建设理念,按照EPC建模规范,建立流程体系架构,借助信息化流程建模平台,形成结构化、要素化、模型化的流程库,逐步实现端到端流程管控,大幅提高全员工作效率,提高体系运行的协同性和有效性。The management systems and process systems of the research institutes are studied.Around the base line of the scientific research and production,the QMS,IPMS,EHS,confidentiality MS etc.are integrated into the end-to-end processes,so every work has its special and clear process,embedding of various demands and subjectivity of responsibilities.A comprehensive business management system is built,which uses the process as center and is composed of business layer,basic layer,management layer,and support layer.Based on the process modeling concept and EPC specification,the process architecture is built.By the aid of informationized process modeling platform,a structured,factorized and modeled process library is formed to gradually realize the end-to-end process control,which greatly improves the work efficiency of the whole staff,and promotes the coordination and the effectiveness of systems operation.
