河北国有企业改革发展历程与思考

摘　　要：改革开放前河北国有企业发展缓中有进。改革开放以来,河北国有企业经历了从计划经济到市场经济的转型时期、社会主义市场经济体制的构建时期、国资监管时期、国资改革引领和推动国企改革的新时代等四个发展阶段。回顾河北国有企业发展的历程并深入思考,对于明确未来河北国企改革发展的方向和重点,推动建设经济强省、美丽河北有重要意义。今后国企改革要继续坚持市场化的发展方向,继续把供给侧改革作为发展主线,继续把混合所有制改革作为深化改革的重要突破口,继续把实现从管企业向管资本转变作为深化改革的重要抓手。Before the reform and opening-up,the development of state-owned enterprises in Hebei Province was progressing slowly.Since the reform and opening-up,the state-owned enterprises in Hebei Province have experienced the following four development stages:the transition period from planned economy to market economy,the construction period of socialist market economic system,the period of state-owned assets supervision,the new era of state-owned assets reform leading and promoting the reform of state-owned enterprises.Reviewing the development process of state-owned enterprises in Hebei Province and thinking it over deeply is of great significance for clarifying the direction and focus of the future reform and development of the state-owned enterprises in Hebei Province and promoting the construction of a strong economic province and beautiful Hebei.In the future,the reform of state-owned enterprises must continue to adhere to the development direction of marketization,take supply-side reform as the main line of development,use mixed ownership reform as an important breakthrough in deepening reform,and take the transition from managing enterprises to managing capital as an important starting point for deepening reform.
