拜登政府经济政策走向--基于对美国重要经济官员提名的分析

摘　　要：受新冠疫情冲击,美国2020年的国内生产总值下降3.5%,遭遇自20世纪30年代大萧条以来最严重的经济衰退。在危机中当选的拜登总统提名了专业素养出众且实践经验丰富的官员组建经济团队,力图早日将美国经济带出衰退的泥淖,并"重建美好未来"。从几位官员的履历和政策主张看,拜登提名的经济官员体现出注重以理性、专业和务实的态度解决问题,在政策主张上具有高度共识,且背景多元并有良好口碑和人际关系的特点。通过对获拜登提名的经济官员人选的分析,可以从一个侧面观察到拜登政府的经济政策在短期内将以应对新冠疫情和经济复苏为优先目标,中长期将以"重振美国中产阶级"为政策立足点,对华经贸政策则以提升美国自身的经济实力为基础,重点解决中美经贸关系中的结构性问题。Due to the devastating impact of Covid-19,US GDP shrinks by 3.5%in 2020,making the most severe economic recession since the Great Depression back in 1930s.Elected in the crisis,President Biden enlisted several highly experienced,pressing for an early relief of economic recession and“Building back Better”.These nominees of diversified experience and good reputation among peers would assure problems be addressed in professional and pragmatic way.Through these nominations,Biden administration would make combatting Covid-19 and reviving US economy as proprieties in the short term,while center on“revitalizing the middle class”in medium and long run.Promoting US economic competitiveness would be the foundation for Biden’s economic policies regarding China,focusing on structural imbalance in US-China economic relations.
