摘　　要：文章通过详述江海关邮政事务的创办始末,对江海关在尝试和正式开办邮政阶段所采取的不同运作模式及其成因进行了分析,旨在说明江海关各项邮政事务的开办,不仅听命于总税务司署的安排,还与上海地区并存的邮务机构密切相关,并深受地方政治、经济、文化等因素的掣肘和影响。Through a detailed account of the establishment of the postal service in the Shanghai Customs,this paper makes an analysis of the different modes of operation adopted by Shanghai Customs during the stages of trial and formal running of postal services,as well as the causes,with the aim to show that the postal services in Shanghai Customs was not only subject to the arrangement of Inspector General,but also closely related to other postal administrations in Shanghai,and deeply influenced and constrained by the local political,economical and cultural factors.
