港口企业管理铁路道口安全风险分析

摘　　要：钢厂、港口等铁路专用线与道路平交形成的铁路道口多由产权企业管理。由于企业不具有行政权力,由外部人员、车辆在铁路道口造成交通违法行为多发。对此,以港口企业管理的铁路道口为例,探讨其安全风险,提出安全管理、安全教育、安全技术的建议。Most of the railroad crossings,that are parallel to or intersecting with roads,formed by dedicated purpose railway lines such as steel mills and sea ports are managed by property companies.Frequent main causes to traffic violations at railway crossings are those personnel and vehicles who are not working for property companies as such companies are not granted with the administrative power.The safety risk analysis,safety indoctrination and safety technology were discussed and addressed in this paper on the research subject of the railway crossings management by port enterprises as an example.
