协同治理视角下农村留守老人信息共享机制研究

摘　　要：[目的/意义]旨在为政府建立留守老人关爱体系提供参考。[方法/过程]阐述协同治理理论,为农村留守老人信息共享机制建立提供新思路。通过分析多主体参与农村留守老人信息共享建设经验,指出制约留守老人信息共享机制建立的主要问题。[结果/结论]提出要利用移动互联网、云计算、大数据、物联网等信息技术,从数据资源层、数据共享平台的建设和跨部门信息整合三个方面去探索协同治理下农村留守老人信息共享机制的建立健全。[Purpose/significance]The paper aims to provide a reference for the government to establish a care system for the left-behind elders.[Method/process]Collaborative governance theory was elaborated to provide new ideas for the establishment of information sharing mechanisms for rural left-behind elderly.The paper analyzed the construction experiences of multi-subject participation in the information sharing construction of rural left-behind elderly people,and pointed out that the main problems restricting information sharing mechanism.[Result/conclusion]The paper proposed to use mobile Internet,cloud computing,big data,Internet of Things and other information technologies,to explore the establishment and improvement of information sharing mechanisms for rural left-behind elderly under collaborative governance,from the aspects of data resource layer construction,data sharing platform construction,and cross-department information integration.
