风险社会视角下的浙江基本民生保障——“十三五”的发展及“十四五”面临的课题

摘　　要：随着科学技术的发展和经济全球化,人类进入到表现形式和影响范围难以预测的风险社会及其引发的公共危机之中,传统社会保障面临严峻挑战。浙江省的调查发现,“十三五”期间公众的基本民生保障整体上取得了巨大的进步,不同群体之间的差距显著缩小。但是,突发的新冠疫情也使得公众对基本民生保障的评价出现明显的下降,低收入、低学历和老年群体受到的负面影响尤为突出。“十四五”时期是我国“两个一百年”发展目标承前启后的第一个五年,中华民族的伟大复兴面临国际、国内以及新技术发展的风险挑战,基本民生保障亟须解决好与经济发展的协同关系,扩大不同群体的覆盖面,实现不同领域的均衡发展并丰富其保障形式。With the development of science and technology and economic globalization,human beings have entered into a risk society with unpredictable forms and influence scopes and the public crises caused by it.The traditional social security is facing severe challenges.According to the survey of Zhejiang Province,during the period of the 13th Five-Year National Social and Economic Development Plan(FYNSEDP),the primary livelihood guarantee of the public has made conspicuous progress on the whole,and the gap between different groups has narrowed significantly.However,the COVID-19 also leads to a remarkable decline in the public's evaluation of primary livelihood guarantee.The negative impact on low-income,low education and elderly groups is particularly obvious.From the perspective of the future social risks faced by the country,this paper puts forward some urgent issues of social security during the 14th FYNSEDP,including a coordinated development of economy and society,a comprehensive coverage of different groups,a balance of different security fields and the various forms of basic guarantee for the great rejuvenation of the Chinese nation.
