摘　　要：贵州省于2004年建立医疗救助制度以来,制度体系愈加规范,救助范围逐步拓宽,救助力度进一步加大,服务能力持续提升,在缓解困难群众看病难、保障困难群众基本医疗需求等方面发挥了积极的作用。但也存在筹资机制不稳定、救助范围不聚焦、救助水平不充分、公共服务不到位等问题,需要结合建立防止因病致贫返贫长效机制的基本要求,在医疗救助制度的政策目标、救助方式和服务模式等方面进行改革,以增强医疗救助制度的兜底线功能。Since the establishment of the medical assistance system in Guizhou Province in 2004,the system has become more and more standardized,the scope of medical assistance has been gradually broadened,the assistance eff orts have been further strengthened,and the service capacity has been continuously improved.It has played a positive role in alleviating the diffi culty of seeing a doctor and ensuring the basic medical needs of the poor people.However,there are also some problems,such as unstable fi nancing mechanism,unfocused scope of medical assistance,inadequate level of medical assistance and inadequate public services.It is necessary to combine the basic requirements of establishing a long-term mechanism to prevent poverty caused by illness,and reform the policy objectives,medical assistance methods and service modes,so as to enhance the bottom line function of the medical assistance system.
