摘  要:油气田建设项目需要配套的安全、环境保护、职业卫生保护等设施,必须与主体工程同时设计、同时施工、同时投产使用(以下简称“三同时”)。油气田建设项目管理过程中易出现未批先建、项目进度滞后、设计响应不全等问题。企业在实施建设项目过程中,从编制方案、预可研、选址、环评等各项评价、初设和施工图设计响应、施工、过程监管、完工验收到运营,“三同时”管理贯穿整个过程。针对项目实施过程中易出现的问题,优化管理模式,提高效率,做到合法、合规建设尤为重要。Oil and gas field construction projects need supporting facilities such as safety,environmental protection and occupational health protection.They must be designed,constructed and put into operation at the same time as the main project(hereinafter referred to as“three simultaneous”).During the process of oil and gas field construction project management,it is easy to appear some problems such as unapproved construction,delayed project progress,and incomplete design response.In the process of implementing construction projects,enterprises need various evaluations such as preparation plans,pre-research,site selection,environmental impact assessment,preliminary establishment and construction drawing design response,construction,process supervision,and completion inspection,and thereby management of“three simultaneous”runs through the whole process.It is particularly important to optimize the management mode,improve efficiency,and achieve legal compliance construction in the process of project implementation.
