吉林省生态保护红线分布特征及其监管体系研究

摘　　要：利用《生态保护红线划定指南》中推荐的生态系统服务功能重要性评价和生态敏感性评价方法,结合吉林省生态环境分区特点,对吉林省生态保护红线分布格局和监管体系进行了研究.结果表明:吉林省东、中、西三个生态区的生态系统主导服务功能各不相同,东部长白山区以生物多样性维持、水源涵养、土壤保持功能为主,中部台地以土壤保持功能为主,西部松嫩平原以生物多样性维持和防风固沙功能为主;吉林省生态系统敏感/脆弱性以土壤盐渍化、土地沙化为主,主要分布在西部松嫩平原;全省生态保护红线分布呈“东屏西带、中部多点、山水连通、相融共生”的空间格局.监管体系应重点关注人类活动和区域生态安全,同时考虑生态系统的格局、质量和服务功能.This paper focused on the distribution pattern and supervision system of ecological protection red line in Jilin Province by using the methods of ecosystem service importance evaluation and ecological sensitivity evaluation recommended in the guide to delimitation of ecological protection red line,combining with the characteristics of Ecological Environment Division in Jilin Province.The results showed that in the eastern Changbai Mountain area,the main functions were biodiversity maintenance,water conservation and soil conservation,and in the central platform area,the main functions were soil conservation,and in the western Songnen Plain,the main functions were biodiversity maintenance,wind prevention and sand fixation.The sensitivity/vulnerability of ecosystem in Jilin Province were mainly caused by soil salinization and land desertification,mainly distributed in Songnen Plain.The distribution of ecological protection red line in the whole province presented a spatial pattern of“east ping xi belt,central multi-point,landscape connectivity,integration and symbiosis”.The regulatory system should focus on human activities and regional ecological security,while considering the pattern,quality and service function of the ecosystem.
