精准扶贫效益对政府公信力的影响——基于CGSS2015和CSS2019数据的实证研究

摘　　要：精准扶贫效益是对政府精准扶贫成果和质量的度量,影响公众对政府公信力的评价。基于2015年中国综合社会调查数据和2019年中国社会状况综合调查数据,研究分析了精准扶贫效益对政府公信力的影响。结果发现:第一,精准扶贫效益与政府公信力之间呈显著正相关关系,其中基本公共服务水平的影响最大,基本经济生活水平的影响最小;第二,精准扶贫效益三个子维度对政府公信力各方面有部分预测作用,其中对“政府帮助穷人,维护社会公平”的影响最大,对“捍卫国家安全”方面的影响最小;第三,精准扶贫过程中,政府公信力评价在扶贫受益和非受益对象间存在显著差异,受益人的评价高于非受益人。研究结论揭示了精准扶贫效益与政府公信力的关系,可为政府公信力水平提升研究提供方向,也为我国推进政治民主化进程、建设社会主义现代化强国提供政策参考。The effectiveness of targeted poverty alleviation is an important standard to measure the achievement and qualtiy of government’s targeted poverty alleviation,which affects the public’s evaluation of government credibility.Based on the data of Chinese General Social Survey(CGSS)2015 and the Chinese Social Survey(CSS)2019,this paper analyzes the impact of targeted poverty alleviation effectiveness on government credibility.The study has found out that:First,there is a positive correlation between targeted poverty alleviation effectiveness and government credibility in that the public service level has the greatest influence,while the economic income level has the least influence;Second,the three sub-dimensions of targeted poverty alleviation effectiveness have some predictions on all aspects of government credibility,with the greatest impact on“the government helping the poor and maintaining social fairness”and the least impact on“the government protecting national sovereignty”;Last,there is a significant difference between the beneficiaries and the non-beneficiaries in the evaluation of government credibility in the process of targeted poverty alleviation,the government credibility of the former being higher than that of the later.The research further reveals the relationship between the effectiveness of targeted poverty alleviation and government credibility,which provides not only a reference for the research direction of improving the overall level of government credibility,but also a potential policy guidance for pushing forward the process of democratization and building China into a great modern socialist country.
