基于粮食安全和生态安全的湖北省耕地保护经济补偿分区动态研究

摘　　要：耕地质量和数量的逐年降低对我国粮食安全和生态安全造成了严重威胁。为此,我国着手建立耕地保护经济补偿制度,对耕地保护主体进行补偿,以缓解耕地质量和数量下降以及生态环境恶化的问题,而合理的耕地保护补偿分区是耕地保护经济补偿的必要前提。本文以湖北省作为研究区域,选取2009、2013及2017年三个研究时点,基于粮食安全和生态安全对湖北省13个市(州)进行耕地保护经济补偿分区动态研究。结果表明:湖北省耕地盈余区、平衡区、赤字区在数量变动上基本保持稳定,耕地盈余区主要分布在鄂中和鄂西南地区,耕地平衡区和赤字区分布在鄂东地区。The decline in the quality and quantity of cultivated land poses a serious threat to China’s food security and ecological security.Consequently,China has begun to establish an economic compensation system to protect cultivated lands,which would alleviate the decline in its quality and quantity and prevent the deterioration of the ecological environment.A reasonable zoning of the cultivated land protection compensation is a necessary prerequisite for cultivated land protection economic compensation.This study selected three research points in 2009,2013,and 2017 to study the zoning dynamics of economic compensation for cultivated land protection in 13 cities(states)of the Hubei province based on food and ecological security.The results showed that the quantity changes of cultivated land surplus area,balance area,and deficit area in Hubei province are stable,the cultivated land surplus area is mainly distributed in central and southwest Hubei,and the cultivated land balance and deficit areas are distributed in eastern Hubei.
