医疗人才“组团式”援藏工作的机制创新与启示——基于北京协和医院工作实践

摘　　要：医疗援助是大型公立医院践行社会责任、体现公益性的重要方式。2015年以来,北京协和医院牵头支援西藏自治区人民医院,选派精兵强将,加大帮扶力度,创新帮扶机制,使受援医院取得了跨越式发展。本文系统总结了北京协和医院“组团式”医疗援藏在组织领导机制、学科建设、人才培养、内部管理制度等方面的做法和经验,并针对西藏自治区医疗发展中存在的短板,得出以下启示和建议:(1)党和政府的高度重视是重要保障;(2)完善人才培养的形式和机制;(3)建立具有可持续性的“以院包科”机制;(4)着力推动受援医院体制机制改革,加大管理援藏力度。Medical assistance is an important way for large public hospitals to practice social responsibility and embody public welfare.Since 2015,Peking Union Medical College Hospital(PUMCH)has taken the lead in supporting the Tibet Autonomous Region People s Hospital by selecting excellent medical talents,intensifying assistance and innovating assistance mechanism.The supported hospital has hence obtained tremendous achievements and witnessed historical changes that conduced to its leap-forward development.This article systemically summarizes some typical practices and experiences of“team-based”medical assistance to Tibet in the aspects of organization and leadership mechanism,disciplinary construction,talent development,and internal management system.In view of the shortcomings in the medical development of Tibet Autonomous Region,the following insights and suggestions were drawn:(1)the Party and the government should attach great attention to it as an important guarantee;(2)the form and mechanism of talent training should be perfected;(3)a sustainable mechanism of“hospital-contracted departments”should be established;and(4)efforts should be made to promote the reform of the system and institutional mechanism of the assistance recipient hospital,and to strengthen the management and increase the assistance to Tibet.
