摘　　要：数字经济的发展使国民经济各领域对数字基础设施提出了更高的要求。完善的数字基础设施是数字经济发展的基础,我国数字基础设施建设相对滞后,抑制了数字经济活力的完全释放。数字基础设施在投资主体、融资模式上与传统基建具有显著差异,加快数字基础设施建设需要创新和完善投融资机制。在对数字基础设施内涵和特征进行系统阐述的基础上,对数字基础设施建设的融资模式进行了探析,回顾总结了我国基础设施建设融资发展的阶段特征,分析了当前数字基础设施投融资面临的困境;最后,从加快建立多元化投融资模式,促进投资主体多元化,设立数字基础设施投资基金,加大政策性金融和开发型金融支持,加强金融创新破解融资抵押难窘境,规范运用PPP模式、严防政府隐性债务风险等六方面提出了完善我国数字基础设施建设投融资机制的对策建议。With the development of digital economy,higher requirements for digital infrastructure are imposed in various fields of the economy.Since high-quality digital infrastructure is the foundation for developing digital economy,the relative backward digital infrastructure in China restrains the vitality of the digital economy.As there are significant differences between digital infrastructure and traditional infrastructure in investment subject and financing mode,it is essential to innovate and improve the investment and financing mechanism for digital infrastructure construction.In this paper,the authors elaborated the connotation and characteristics of digital infrastructure,analyzed the financing mode of digital infrastructure construction,reviewed and summarized the stage characteristics of the financing development of China’s infrastructure construction,and analyzed the difficulties in current digital infrastructure investment and financing.They propose countermeasures and suggestions to improve the investment and financing mechanism of digital infrastructure construction in China from six aspects:to establish a diversified mode for investment and financing,attract various investors,establish a fund for digital infrastructure investment,increase policy-related finance and development-related finance,solve the problems of mortgage financing,correctly use the Mode of PPP,and prevent the implicit government debt.
