摘　　要：在铁路现代化建设与改革工作推进的过程中,铁路人事管理部门在管理方式及管理理念上作出了巨大转变。对于铁路基层人事管理工作来说,要由传统的劳动人事管理向现代化的人力资源管理方向转变,所以相关部门要更加全面、清晰地认识基层人事管理工作,打造一支有效满足铁路基层人事管理工作要求的管理队伍。In the process of railway modernization and promotion of reform work,railway personnel management department has made great changes in management mode and management concept.For the railway grassroots personnel management work,it is necessary to change the direction from the traditional labor personnel management to the modern human resources management,so the relevant departments should have a more comprehensive and clear understanding of the grassroots personnel management work,and build a management team that can effectively meet the requirements of the railway grassroots personnel management work.
