佐藤铁太郎海防思想之探析

摘　　要：佐藤铁太郎是日本近代史上少有的战史专家和海防理论家,他作为海军军人,参加过甲午战争和日俄战争。佐藤在对当时日本面临的国际关系、国内环境的观察和思考中,逐渐对海防理论、国防战略产生了浓厚的兴趣和关注。甲午战争后佐藤被海军大臣山本权兵卫派往英美学习西方海防思想,回到日本后佐藤到海军大学担任教官,不久完成了《帝国国防论》的写作和出版工作,这标志着佐藤铁太郎海军国防思想的形成。本文旨在考察佐藤到海外学习海防思想的历史背景和过程,然后通过对《帝国国防论》内容的分析和解读,尝试寻找出佐藤到底在构建一种什么样的海防理论,并结合日本的国内外现状考察佐藤海防思想的影响和不足。Sato Tetsutaro was a very famous military theoretician in the history of the imperial Japanese navy.As a navy,Sato joined The First Sino-Japanese War and The Russo-Japanese War,then rendered meritorious military service in the war.He gradually developed a keen interest and concern for naval defense theory and national defense strategy as he observed and thought about the international relations and domestic environment facing Japan at that time.He was sent to study abroad in British and the United States for two years and a half.When coming back to Japan,he was arranged to work in The Naval War College as a instructor.As soon as he started to work,he wrote out The Theory of Empire's National Defense.This book marked the form of Sato Tetsutaro's national defense theory.First of all,the purpose of this paper is to examine the historical background and process of his going overseas to study the idea of naval defense,and then try to find out what kind of naval defense theory he was actually constructing by analyzing and interpreting the contents of The Theory of Empire's National Defense.Finally,I would like to examine the influence and shortcomings of his naval defense theory through the current situation in Japan and abroad.
