档案利用权视域下公务员诚信档案制度构建与完善

摘　　要：新修订档案法确立的档案利用权为公务员诚信档案的制度构建与完善提供了基础性的价值遵循。当前公务员诚信档案建设存在法治供给不足、制度价值难以实现等问题,亟待构建内外衔接融合的公务员诚信档案法律体系,健全可追溯、完备可靠的公务员诚信档案内容,构建标准化、专业化的公务员诚信档案管理体系,畅通公务员诚信档案的信用价值利用通道。According to the right to use archives and the credit value of honest archives,there are some problems in the construction of civil servants’integrity archives,such as the lack of legal supply and the difficulty to realize the system value.Therefore,it is urgent to construct the legal system of civil servants’integrity archives with internal and external convergence,improve the traceable,complete and reliable contents of civil servants’integrity archives,build a standardized and professional civil servants’integrity archives management system,and smooth the external utilization mechanism of civil servants’integrity archives.
