摘　　要：对美国足球运动员发展计划提出的背景、计划内容、计划实施等进行研究,发现美国足球运动员发展计划具有由非政府协会和组织构成多级落实体系;尊重不同年龄阶段独特性;弹性实施等特征。在此基础上,提出该计划对我国的启示:建立多级落实体系;根据年龄特点出台并完善相关政策;简化、改革球员注册流程;为社会足球俱乐部提供更多资金支持;鼓励社会组织参与相关政策的制定与实施工作。Based on the study of the background,plan content and plan implementation of the development plan of the American Soccer Players,the paper finds the multi-level implementation system of the NGOs'associations and organizations with respecting the uniqueness of different age stages and conducting elastic implementation to enhance the uniqueness of young and youth football.Based on this,the paper proposes to establish a multi-level implementation system,introduce and improve relevant policies according to the age characteristics,simplify and reform the player registration process,provide more financial support for social football clubs and to encourage the participation of social organizations and maintain moderate flexibility.
