摘　　要：专利导航对行业和产业集群具有智库领导力、创新力、管控力、技术力、引导力等作用,专利导航在机构起到决策支持、政策引导、技术领航等多维度的技术前沿、市场分析作用。论文通过对专利导航构成因素、流程、结果的分析,采用多维度专利分析评价,选择单行业的产业集群进行评价要素指标、建立分类评价模型框架。对专利导航基于产业领导力、技术创新力、产品更新力、人才培养等为多维度、多要素的分析探讨,为提高淮海经济区基于专利的预警模式的导航分析及效果进行探讨。Patent navigation has the functions of think tank leadership,innovation,management and control,technology and guidance for industries and enterprises.Patent navigation plays a multi-dimensional technology frontier and market analysis role in decision-making support,policy guidance,technology navigation,etc.Based on the analysis of the composition factors,process and results of patent navigation,this paper adopts multi-dimensional patent analysis and evaluation,selects the single industry cluster for evaluation elements and indicators,and establishes the framework of classification evaluation model.This paper discusses the multi-dimensional and multi factor analysis of patent navigation based on industrial leadership,technological innovation,product renewal and talent training,and discusses the navigation analysis and effect of early warning mode based on Patent in Huaihai Economic Zone.
