环境规制效率和绿色经济效率耦合的时空格局及影响因素

摘　　要：基于2009—2017年我国30个省域的面板数据,利用非期望产出DEA模型测算我国环境规制与绿色经济效率,分析二者的耦合协调关系及其影响因素。研究发现:(1)我国环境规制效率和绿色经济效率的区域差异在不断缩小且呈现不断提升趋势。(2)我国环境规制效率和绿色经济效率的耦合协调水平不高但有改善趋势,且空间差异显著;演变趋势由“金字塔”结构向“倒金字塔”结构演进。(3)我国环境规制效率滞后型的省份逐渐演变为绿色经济效率滞后型和同步发展型。(4)财政分权、能源消费强度对耦合协调度产生负影响,经济发展水平、研发投入、教育投入对耦合协调度产生正影响。Based on the panel data from 30 provinces of China from 2009 to 2017,this paper uses the DEA model with undesirable output to measure the efficiency of the environmental regulation and green economy in China and analyze the coupling and coordination relationship between the two and their influencing factors.The results show that:(1)the efficiency of environmental regulation and the efficiency of the green economy are showing a trend of continuous improvement in China and their regional differences are constantly shrinking.(2)the level of coupling and coordination between environmental regulation efficiency and green economic efficiency is low but shows an improvement trend,with significant spatial differences.The evolution trend goes from the"pyramid"structure to the"inverted pyramid"structure.(3)the provinces with lagging efficiency of environmental regulation have gradually evolved into lagging green economic efficiency and synchronous development status.(4)fiscal decentralization and energy consumption intensity have a negative impact on the degree of coupling and coordination.The level of economic development,R&D investment,and education investment has a positive impact on the degree of coupling and coordination.
