摘  要:随着生态文明城市建设的推进,城与水的关系由割裂向融合发生演变,但人水和谐理念未能全部落实,水体黑臭时有发生。一些城市为改善河流水质、提高水体纳污能力,在城市原有的排水系统基础上投入了大量资金进行改造治理,但治理的策略只是针对其污染控制技术和方法的创新或改进。为进一步明确黑臭水体的治理方案与策略的合理性,基于最大日负荷量的水环境治理方法,对潜江市城区内的22个河流湖泊进行了水质采样监测,按城市黑臭水体污染程度分级标准制定出黑臭水体名单。按照水体纳污能力等相关规范计算了黑臭河渠的水环境容量,根据潜江市河渠水网的最大日负荷量推算了要达到水体质量标准应削减的污染物量,并以此为依据规划黑臭水体的治理方案。With the development of ecological civilization city construction,the relationship between city and water has changed from separation to integration.However,the concept of harmony between human and water has not been fully implemented,and black and odorous water bodies occur from time to time.In order to improve the river water quality and improve the water pollution capacity,some cities have invested a lot of money in the basis of the original urban drainage system,but the treatment strategy was only for the innovation or improvement of their pollution control technology and methods.In order to further clarify the rationality of the treatment scheme and strategy of black and odorous water bodies,based on TMDL(Total Maximum Daily Load)water environment treatment method,the water quality of 22 rivers or lakes in the area of Qianjiang City was monitored.According to the classification standard of urban black and odorous water pollution degree,the list of black and odorous water bodies was worked out.The water environmental capacity of the black and odorous rivers was calculated according to the relevant specifications such as the water body′s pollutant carrying capacity.According to the maximum daily load of the river network in Qianjiang City,the amount of pollutants that should be reduced to meet the water quality standard was calculated.Based on these,the treatment scheme of black and odorous water bodies was planned.
