摘　　要：目的分析地级城市新建康复医院投入的成本、产出和效果,探讨其中存在的问题,为其他地区新建康复医院提供借鉴,为完善相关卫生、医改政策提供参考。方法采用投入产出分析和专题小组访谈法,以某医院为例,比较其新建康复医院投入的建筑、设备、人力成本和产出,分析康复医院医疗业务和运行中的问题。结果地级城市新建康复医院投入成本比较高,收支结余低,发展中存在辐射能力有待提高、医疗费用偏高、医师和治疗师职称学历偏低等问题。结论每个省有必要新建一定数量的康复医院,但投入成本比较高,需要政府扶持;也需要加强康复医学教育方面的投入和引导。Objective To analyze the cost,input and effectiveness of newly-built rehabilitation hospital in a prefecture-level city,and investigate its existing problem,so as to provide reference for other prefecture-level area to establish new rehabilitation hospitals and improve relevant health and medical reform policies.Methods Using input-output analysis and focus group interview,we compared the building,equipment and human resources cost and its outcome of the sample rehabilitation hospital and probed its existing problem in medical services and operation.Results The newly-built rehabilitation hospital’s cost was heavy and the balance of payments was low.There were some problems in its development such as insufficient patients,high medical fee and low professional title and education background of the physicians and therapists.Conclusions It is necessary to build a certain number of rehabilitation hospitals in each province.However,the input cost is relatively heavy,which need the support of local government,and strengthening input and guidance of rehabilitation medical education.
