新选船机制(NIR)下船舶公司的船舶管理探究

摘　　要：与传统的港口国选船机制不同,NIR(新选船机制)在原有港口国选船基础上,引入船旗国表现和公司绩效作为参考因素,并且加大对船舶类型、船舶公司绩效等风险评估参数的考核,船舶面临的考核检查越来越全面,越来越科学合理。随着新选船机制在各个港口国备忘录的推行,从应对港口国检查的方面入手,阐述了如何做好公司管理与船舶维护,让公司营运的船舶处于低标准风险范围,以促进海上交通运输的健康、安全、高效和环保发展。NIR(new inspection regime)introduces flag state performance and company performance as reference factors on the basis of the original ship inspection regime of port states,and increases the risk assessment parameters such as ship type and ship company performance,which makes the assessment and inspection of ships more comprehensive,and more scientific and reasonable.With the implementation of NIR,in response to port state inspection,this paper expounds how to do a good job in company management and ship maintenance,so as to keep the ships at low risks and ensure healthy,safe,efficient and environmental friendly development of maritime transportation.
