新中国初期中共应对突发公共卫生事件的举措与经验

摘　　要：对突发公共卫生事件的处理彰显着一个政党的资源整合与分配能力。新中国初期,各类突发性疫病肆虐,威胁着人民群众的生命健康。中国共产党整合组织资源、思想资源、群众资源等执政资源,沉着应对,汇合成巨大的人力、物力、财力,实现了对突发危机事件的高效处理。这一实践表明,对突发公共卫生事件的应对要充分发挥党组织的整体功能,强化马克思主义在意识形态领域的指导地位,以高超的政策水平和高效的执政绩效,遏制疫病的大规模流行,降低发病率和死亡率,消除恐慌,切实保护人民群众的生命健康,维护国家安全和社会安定。The handling of public health emergencies demonstrates the ability of a political party to integrate and allocate resources.In the early days of New China,all kinds of sudden epidemics were rampant,threatening the lives and health of the people.The Communist Party of China integrated organizational,ideological and public resources to respond calmly,and combined them into huge human,material and financial resources,thus effectively handling emergencies.This practice shows that in dealing with public health emergencies,we should give full play to the overall function of the party organization and strengthen the guiding position of Marxism in the field of ideology.With superb policy level and efficient ruling performance,we can,successfully contain the large-scale epidemic of the epidemic,reduce the morbidity and mortality,eliminate panic,effectively safeguard the life and health of the people,safeguard national security and social stability.
