摘  要:2018年11月至2019年3月,青南牧区出现多次强降雪天气过程,降雪量、强降雪日数、持续时间均创历史极值,气温普遍较低,对公众出行、畜牧业生产及交通运输带来了极大影响,使人民财产遭受重大损失。为提高智慧气象服务,发挥气象防灾减灾第一道防线作用,青海省气象部门高度重视,从横向、纵向进行了多元化的指挥与支持抗灾救灾工作,体现了"大雪大灾之年小难小损"。本文着重从8个方面探讨了针对青南牧区雪灾气象服务关注重点及必要性,旨在提供智能化服务,提高抗灾保畜能力,提升民众风险防范和防灾减灾救灾意识,最大限度减轻气象灾害造成的损失,为重大事件气象服务工作提供一定的参考和借鉴依据。From November 2018 to March 2019,there were many heavy snowfall weather processes in Qingnan pastoral area.The snowfall amount,the number of strong snowfall days and the duration of the heavy snowfall were all historical extremes.The temperature was generally low,which had a great impact on public travel,animal husbandry production and transportation,and caused great losses to people′s property.In order to improve the intelligent meteorological service and give full play to the role of the first line of defense for meteorological disaster prevention and mitigation,the meteorological department of Qinghai Province attaches great importance to it and carries out diversified command and support from the horizontal and vertical aspects.The work of disaster prevention and relief reflects the"small difficulties and small losses in the year of heavy snow disasters".This paper focuses on the focus or necessity of snow disaster meteorological services in Qingnan pastoral area from eight aspects,aiming at providing intelligent services,improving the ability of disaster prevention and livestock protection,enhancing the awareness of risk prevention,disaster prevention and disaster relief,Minimizing meteorological disasters and providing reference for meteorological services for major meteorological events.
