互助养老组织化发展的制度嵌入性研究

摘　　要：互助养老日益成为当前基层社区的重要养老模式,在其组织化发展过程中存在着诸多困境,制度环境通常是影响其组织化发展的重要因素。基于2020年湖南省长沙、岳阳、常德三地调研数据的实证研究发现:(1)近年来互助养老组织化发展状况不容乐观;(2)制度环境对互助养老组织化发展有显著正向影响;(3)在各类制度因素中,宏观制度层面的"国家的态度、认知与判断",微观制度层面的"登记制度""监督制度""人才制度",以及制度执行层面的"纵向层级衔接环境",对互助养老组织化发展的影响尤为显著。制度因素是互助养老组织化发展的重要解释变量。Mutual-aid elderly care is becoming an increasingly important care model for communities.There are many difficulties in its organized development,of which the institutional environment is usually an important factor.Empirical research based on the survey data of Changsha,Yueyang and Changde in Hu’nan Province in 2020 shows that the development of mutual-aid senior care in recent years is discouraging,and the institutional environment has a significant positive effect on its organized development.Besides,among all kinds of institutional factors,the national attitude,cognition and judgment at the macro-level,registration systems,supervision systems,talent systems at the micro-level,and the vertical convergence environment at the implementation level,have an especially significant impact on the organized development of this kind of care.Therefore,the institutional factor is an important explanatory variable for the organized development of the mutual-aid elderly care.
