摘　　要：国际上对“生态不平等交换”的研究大多是基于中心-外围结构视角,审视发达经济体和不发达经济体之间经济发展与环境恶化的差异性和关联性。文章将生态不平等交换理念引入生态补偿研究领域,探讨资源流动背景下生态成本的体现形式。基于生态系统价值核算的生态补偿标准和范围的制定未完全考虑资源供给者的利益损失,应重视区域间的资源流动对欠发达地区的影响。建议使用目前较为成熟的基于环境扩展的多区域投入产出模型测算区域间不平等交换差额,将其作为制定跨区域、跨流域和跨海域横向生态补偿标准的参考,同时将生态成本引入产品成本核算中作为市场化生态补偿资金的来源,以服务于构建市场化、多元化生态补偿机制的要求。Most international studies on"ecologically unequal exchange"focus on the perspective of center-periphery structure,and examine the differences and correlations of economic development and environmental degradation between developed and underdeveloped economies.The paper introduces the concept of ecologically unequal exchange into ecological compensation research and explores the manifestation of ecological costs under the context of resource flows.The development of ecological compensation standards and scope based on ecosystem value accounting does not fully consider the loss of resource suppliers'benefits and there should pay attention to the influence of inter-regional resource flows on less developed regions.The paper suggests to use the matured multi-regional input-output model based on environmental expansion to measure the unequal exchange difference between areas,which can be used as a reference for formulating cross-regional,cross-basin,and cross-sea horizontal ecological compensation standards.Simultaneously,ecological costs are introduced into product cost accounting as the source of market-based ecological compensation funds to serve the requirements of constructing a market-based and diversified ecological compensation mechanism.
