疫情背景下省域旅游地经济政策互动与响应研究——以湖北省为例

摘　　要：疫情背景下科学评估地方政府出台的经济性扶持政策,对于实现文旅行业市场提振具有重要意义。本文以湖北省应对疫情所实施的经济性扶持政策为研究对象,基于文本分析工具ROST提炼政策包含的维度,并运用问卷调查的方法,选取武汉市酒店业业主为代表,对相关政策进行了评估。研究结果表明:(1)湖北省旅游经济政策内容体现为“核心-次核心-外围”的结构特征,“文化”“人民”和“单位”是核心概念。(2)疫情导致武汉市酒店受损严重,武汉市酒店业业主对于减免租金、延缓银行还款等政策需求急切。(3)疫后酒店业业主更多关注商业保险和相关条款,而不会因损失严重退出市场或所在城市。Scientific evaluation of economic support policies issued by local governments in the context of the COVID-19 is of great significance for the realization of the market boost of cultural and tourism industry.Taking the economic support policies implemented in Response to the COVID-19 in Hubei province as the research object,the dimensions contained in the policies were extracted based on the text analysis tool ROST,and the relevant policies were evaluated by selecting the liquor store owners in Wuhan as the representative by means of questionnaire survey.The results show that:①The content of tourism economic policy in Hubei province is embodied in the structural characteristics of“core-subcore-periphery”,and“culture”,“people”and“unit”are the core concepts;②The epidemic has caused serious damage to hotels in Wuhan.Hotel owners in Wuhan are in urgent need of policies such as rent reduction and bank repayment delay;③After the COVID-19,the hotel owners pay more attention to commercial insurance and related terms,but will not withdraw from the market or the city due to serious losses.
