县域绿色治理的概念内涵、运行模型与路径创新

摘　　要：县域绿色治理是国家绿色治理的重要内容和基础性工程。县域绿色治理可从“场域—结构—过程—政策”四个维度“激发—整合—凝聚—转换”绿色治理能量,并通过“四维”同频共振,趋向人与自然和谐共生的绿色治理目标。县域绿色治理应以绿色能量场重塑绿色治理场域,基于合作关系重构绿色治理共同体,优化绿色话语实践流程以重塑绿色治理过程,完善绿色政策以重构绿色治理工具等四维路径,实现县域绿色治理运行场域、运行主体、运行过程和运行工具的创新,旨在优化县域绿色治理体系,提升县域绿色治理能力,助力绘就美丽中国新画卷。green county governance is an important and fundamental part of China’s project for achieving green governance of the country.It can be implemented from four dimensions,namely,field,structure,process,and policy,so as to stimulate,integrate,fuse and transform all available resources for achieving the goal of harmonious coexistence between man and nature.In operation,it can start from a re-shaping of the green energy field,a re-structuring of the green governance community on the basis of cooperation,an optimization of the discourse system and processes for green governance,and a perfection of the rules and policies for green governance,so that innovation can take place in areas of operation,the actors of operation,the processes of operation,and the tools of operation for enhancing the overall capacity of green county governance and making China a more beautiful place to live.
