摘　　要：“综合监管”给医疗机构内部的监管体系建设提出了新的挑战,学习、借鉴并不断引入现代企业“合规管理”体系为实现医疗机构从注重外部监管向关注内部监管提供重要的理念和方法的转变。通过理论探讨以及分析评价公立医院现有内、外部监管体系存在的不足,为建立医疗机构内部监管体系提供初步建议。"Compliance management"has become an important guarantee mechanism for modern enterprises to avoid endangering the survival of enterprises because of their illegal and criminal behaviors.It is the important transformation of concepts and methods from external supervision to internal supervision.Under the background of comprehensive supervision in the medical and health industry,we should learn,study and gradually establish a medical system with compliance management as the core.The internal supervision system is helpful to promote the reform of public hospitals and the construction of modern hospital management system.
