摘　　要：文章从外部影响要素和内部构成要素两个方面对《俄罗斯国家图书馆发展构想(2018—2025年)》进行全面分析解读,阐述该构想在研究制定过程和文本内容方面呈现的战略性、自主性、开放性和责任性,结合我国图书馆发展规划研究现状,分析其对我国制定和实施图书馆发展规划的启示。This paper makes a comprehensive analysis and interpretation of the development concept of Russian National Library(2018-2025)from two aspects of external influence factors and internal components,expounds the strategic,autonomous,open and responsible nature of the concept in the research and formulation process and text content,and analyzes its impact on the formulation and implementation of library development plan in China by combining with the research status of library development plan in China.
