摘　　要：重视基层组织建设是中国共产党区别于其他政党组织的重要特征。自成立以来,中国共产党在农村地区就强调提高基层组织覆盖面,以此增强在农村地区的凝聚力和战斗力。垂直方向上的“延伸到底”,使得农村基层党组织从乡、村层面逐渐延伸到最为基层的自然村,与农民群体建立起更加紧密的联系。水平方向上的“横向到边”,使得基层党组织能够覆盖农村社会的各个方面,强化在农村地区的治理功能。以纵向和横向两个维度上的基层组织建设为基础,中国共产党在农村地区巩固了执政基础、提高了治理能力。围绕党和国家的工作重心、适应农村社会结构的发展变化、提高在农村地区的组织覆盖,成为中国共产党百年历程中在基层组织建设方面的宝贵经验。What distinguishes the Communist Party of China(CPC)from other parties is its emphasis on the construction of the party’s grassroots organizations.Since its establishment,the CPC has been expanding its coverage of grass-roots organizations to strengthen the power in rural areas.The extension to the bottom in the vertical direction gradually extends party organizations from the township and village level to the most basic level of natural villages,strengthening the bond between the party and the people;the“extension to the margin”in the horizontal direction covers the new rural social subjects and strengthens the governance in rural areas.Based on the construction of grass-roots organizations in vertical and horizontal dimensions,the CPC has consolidated its authority and improved its governance in rural areas.Surrounding the key points of the Party and the state,The Party’s adaptation to the development and change of rural social structure and its expanded organizational coverage have become the valuable experience of the CPC in the construction of grass-roots organizations in the centennial history.
