国家公园农户生计资本评价与分析——基于祁连山国家公园的实证研究

摘　　要：生计资本是农户合理选择生计策略、实现生计目标的重要基础,评价与分析农户生计资本状况,对解决农户生计问题和提升农户生计可持续发展能力具有重要意义。基于可持续生计分析框架,构建国家公园农户生计资本评价的指标体系,采用熵值法确定评价指标的权重,运用农户生计资本评价模型,对农户生计资本进行评价,分析不同农户类型生计资本特征,以祁连山国家公园为案例区进行实证研究。结果表明:祁连山国家公园农户生计资本总值为0.9159,其中,物质资本值为0.3076、社会资本值为0.2667、人力资本值为0.1391、自然资本值为0.1062、金融资本值为0.0963,生计资本水平整体较低;不同类型农户的生计资本分布不均衡,其生计可持续发展能力差异显著。基于此,提出加大农户牲畜养殖技术培训、完善农村合作医疗保险体系和鼓励农户发展替代产业等政策启示。Livelihood capital is an important basis for farmers to choose their livelihood strategies and achieve livelihood goals.It is of great significance to evaluate and analyze the status of farmers'livelihood capital to solve problems and enhance the sustainable development ability of farmers'livelihood.Based on the framework of sustainable livelihood analysis,the index system of farmers'livelihood capital evaluation in national park is constructed,the weight of evaluation index is determined by entropy method,and farmers'livelihood capital evaluation model is used to evaluate farmers'livelihood capital.The results showed that the total value of livelihood capital of farmers in Qilian Mountain National Park was 0.9159,among which,the value of material capital was 0.3076,the value of social capital was 0.2667,the value of human capital was 0.1391,the value of natural capital was 0.1062,the value of financial capital was 0.0963,and the level of livelihood capital was lower as a whole.We put forward the policy enlightenment of increasing the technical training of farmers'livestock breeding,perfecting the rural cooperative medical insurance system and encouraging farmers to develop alternative industries.
