摘　　要：农业社会化服务的快速发展得益于不断完善的政策体系,本文系统搜集了1978—2020年公开发布的农业社会化服务政策文本,利用文献计量法和内容分析方法,首先从发文时间、政策主题两方面归纳政策总体发展趋势,其次从“政策目标—政策工具—目标人群”匹配视角分析了政策变迁的具体特征。研究结果表明农业社会化服务政策发展经历了“制度创新—政策突破—逐步完善—全面推进”四个时期,其政策目标呈现出阶段性变化的特征,政策工具结构不尽合理,在一定程度上存在“政策目标—政策工具—目标人群”的错配现象。The rapid development of socialized agricultural service benefits from the continuous improvement of the policy system.This paper has systematically gathered the policy documents of socialized agricultural service from 1978 to 2020.By using document measurement and content analysis methods,firstly,this paper has explored the policy development trends from two aspects of policy-making time and policy theme,and secondly,this paper has revealed the characteristics of policy transition from the perspective of“policy goal-policy tools-target population”matching.Research shows that in the field of socialized agricultural service,the policy development has experienced four periods:system innovation,policy breakthrough,gradual improvement,comprehensive promotion.Socialized agricultural service policy objectives show the characteristics of periodic changes,the policy tool structure is not reasonable,and to a certain extent,there is a mismatch between policy goals,policy tools and target population.
