双循环格局下辽宁飞地经济发展探析

摘　　要：2018年以来,辽宁飞地经济发展成效显著。如何在扩大内循环、构造国际新型双循环模式下,促进飞地经济高质量发展、打造适合省情的飞地经济升级版是辽宁飞地经济可持续发展的关键。借助地缘优势,在飞地经济合作主体选择上,加强与东盟、“一带一路”沿线国家和地区、中东欧“16+1”、欧盟发达经济体,以及“中日韩”自贸区国家开展飞地经济合作;在策略选择上,加强顶层设计,推进辽宁FDI可持续发展;在政策选择上,强化金融支持,大力发展招商型和招才引智型反向飞地经济,培育飞地经济品牌企业。Since 2018,Liaoning has achieved remarkable results in the enclave economic development,and has been praised by the State Council General Office.How to promote the high-quality development of enclave economy and build the upgrade version of enclave economy is the key to the sustainable development of Liaoning’s enclave economy.With the geographical advantages,we will strengthen enclaves economy cooperation with ASEAN countries and regions along the“Belt and Road”“16+1 Cooperation”between China and 16Central and Eastern European Countries,developed economies of the European Union,and countries in the“China-Japan-Korea”free trade area.The strategic choice is to strengthen the top-level design and promote the sustainable development of FDI in Liaoning.The paper puts forward some measures such as strengthening financial support,developing investment-attracting and talent-attracting anti-enclave economy,cultivating enclave economy brand enterprises.
