摘　　要：矿产资源规划是落实国家资源安全战略,加强和改善矿产资源宏观管理的重要手段,对促进经济特别是制造业高质量发展,构建矿产资源领域“双循环”新发展格局以及实现“双碳”目标均具有重要战略意义。本文介绍了我国矿产资源规划体系、第四轮矿产资源规划的主要变化,并以福建南平为例,介绍了市县级矿产资源规划编制的新思路:筛选优势和特色矿产资源—分析适合发展的产业—研究制定产业发展规划建议—根据产业发展需求以及国家需求指导矿产资源规划编制。同时,指出了市县级矿产资源规划编制需要处理好国家需求与地方需求的关系、矿业开发与绿色发展的关系,并做好与空间规划的对接以及各政府各部门的沟通。Mineral resources planning is an important means to implement the national resource security strategy and strengthen and improve the macro management of mineral resources.It is of great strategic significance to promote the high-quality development of economy,especially the manufacturing industry,to construct the new development pattern of"double cycle"in the field of mineral resources and to realize the"double carbon"goal.This paper introduces the mineral resources planning system and the main changes of the fourth round of mineral resources planning in China,and takes Nanping city of Fujian province as an example to introduce the new thinking of the mineral resources planning at municipal and county level.The new thinking is to first screening the superiority and characteristic mineral resources,second analyze suitable industries for development,third study and formulate industrial development planning suggestions,and finally guide the compilation of mineral resources planning according to industrial development needs and national needs.At the same time,it is pointed out that the relation between national demand and local demand,the relation between mining development and green development,the connection with spatial planning and the communication between governments and departments should be well handled in the preparation of mineral resources planning at the municipal and county level.
