国有企业是否更愿意绿色技术创新?——来自制造业上市公司的实证研究  

Are State-owned Enterprises More Willing to Carry Out Green Technological Innovation?An Empirical Study from Listed Companies in Manufacturing Industry

摘　　要：基于计划行为理论,分析了产权性质对绿色技术创新的影响机制,并利用2011—2017年制造业上市企业的绿色发明专利数据进行了实证检验。实证结果表明:国有企业相对于私有企业具有更强的绿色技术创新意愿,绿色技术创新程度也更高,且累计绿色技术创新年限更长;随着盈利动机增强,国有企业的绿色技术创新意愿并没有显著提高;在节能减排压力大的地区,国有企业承担着更重的节能减排任务,驱使其更愿意进行绿色技术创新;在政府财力强的地区,国有企业拥有的创新资源更充裕,其绿色技术创新意愿也更高;随着GDP增长压力增大,国有企业更容易形成短视行为,导致其绿色技术创新意愿下降。通过探讨产权性质对绿色技术创新的影响机制,为构建市场导向的绿色技术创新体系、深化国有企业改革以及推动经济高质量发展提供了理论基础与经验证据。Based on the Theory of Planned Behavior, this paper analyzes the influencing mechanism of property right nature on green technological innovation, and conducts an empirical test by using the green invention patent data of listed manufacturing companies from 2011 to 2017. The empirical results show that compared with private enterprises, state-owned enterprises(SOEs) have stronger willingness to carry out green technological innovation, and they have higher level of green technological innovation and longer accumulative period of green technological innovation. With the increase of profit motives, the intention of green technological innovation of SOEs has not increased significantly. In regions with great pressure of energy conservation and emission reduction, SOEs undertake more responsibilities of energy conservation and emission reduction, leading to their stronger willingness to carry out green technological innovation. In regions with strong financial resources, SOEs have more abundant innovation resources and are more willing to implement green technological innovations. With the increase of GDP growth pressure, SOEs are more likely to form short-sighted behaviors, resulting in the decline of their willingness to take green technological innovations. By exploring the influencing mechanism of the nature of property rights on the willingness of green technological innovation, this paper provides more theoretical basis and empirical evidence for building a market-oriented green technological innovation system, deepening the reform of SOEs, and promoting high-quality economic development.
