摘　　要：纪律严明是中国共产党的鲜明特性和独特优势。推动纪律建设制度化,是提升纪律建设质量和有效性的重要保障。中国共产党纪律建设制度化经历了革命战争年代初步探索、社会主义革命和建设时期挫折发展、改革开放时期初步体系化,以及中国特色社会主义新时代臻于成熟定型等四个演进阶段。中国共产党坚持问题导向、目标导向和实践导向,推动纪律建设相关法规制度时代化、体系化和科学化。经济社会环境变迁是纪律建设相关法规制度发展完善的基本依据,党始终如一的自我革命政治品格是纪律建设相关法规制度发展完善的主体性动力,党对纪律建设和制度建设规律认知的不断深化,推动党的纪律建设制度化,既为理解“中国共产党为什么能”提供了历史线索,也为推进党内法规制度成熟定型积累了宝贵历史经验和智慧。Strict discipline is the distinctive feature and unique advantage of the Communist Party of China(CPC).Promoting the institutionalization of discipline construction is an important guarantee for improving the quality and effectiveness of discipline construction.Over the past one hundred years,the CPC has constantly attached great importance to discipline construction and continuously promoted the modernization,systematization and scientification of the relevant rules and regulations for discipline construction.It has experienced four phases of evolution,namely,the preliminary exploration in the revolutionary war period,the preliminary development and setbacks in the socialist revolution and construction period,the preliminary systematization in the reform and opening up period,and the maturity in the new era of socialism with Chinese characteristics.Over the past one hundred years,the CPC has actively adapted to economic and social development and change,constantly promoted the self-targeted revolution,and further grasped the law of discipline construction and institutionalization construction.All of these not only provide the historical clues for understanding“why the CPC is capable”,but also accumulate valuable historical experience and wisdom for promoting the maturity of intra-Party rules and regulations system.
