摘　　要：“百年未有之变局”是执政党对当今世界形势做出的重要判断,但学术界对于这一判断存在着诸多不同的理解,亟待进行完整阐释。“百年”反映了大变局的时间参照范围,“变局”则反映了世界格局的结构性原则转换。20世纪是一个以西方国家为主导的极化格局、以民族国家为主导的国民经济格局、以西方自由民主价值为主导的文化格局和以传统工业主义为主导的技术格局。当今之大变局体现在:从以西方国家为主导转向发展中国家的群体性崛起和世界格局趋于均衡;从国家经济转向全球化、金融化经济;从自由民主的表面性胜利转向文化多元化和自由民主价值的式微;从传统工业主义转向智能化和数字化。世界经济格局的调整是导致“百年未有之大变局”的根本原因,它既为中国提供了宝贵的发展机遇,也带来了巨大的挑战。“The world undergoing changes unseen in a hundred years”is an important judgment made by the CCP on the current world situation.However,there are various understandings of this statement in the academic field,which needs to be fully interpreted.“A hundred years”reflects the time framework,while“change”reflects the structural principle shift of the world structure.The world of the 20th century is a polarized structure dominated by western countries,a national economic structure dominated by nation-states,a cultural structure dominated by western liberal democratic values,and a technological structure dominated by traditional industrialism.The current world structure are changing from the western countries as the dominators to the group rising of developing countries and the balancing of world structure;from the national economy to the global,financial economy;from the superficial victory of liberal democracy to the cultural pluralism and the decline of the liberal democracy;and from the traditional industrialism to the technological development of intelligence and digitalization.These great changes have not only provided China with valuable development opportunities,but have also posed huge challenges to the country.
