积极政府视角下加强和创新基层社会治理的有效路径

摘　　要：加强和创新基层社会治理是推进社会建设的重要任务。基于积极政府的理论视角,从行动边界、行动特征、与其他治理主体关系、行动目标四个方面对公共部门在基层社会治理中的角色定位展开探讨;从力量吸纳度和行动主动性两个维度出发,将政府在加强和创新基层社会治理中的角色划分为“积极政府”“灭火式政府”“消极政府”和“无力型政府”。通过分析集中整治侵占农村集体资产的案例发现,相关政府行为具有典型的积极政府特征。积极政府是对政府边界问题的良好回应。加强和创新基层社会治理需发挥政府的积极作用;预判治理风险、吸纳治理资源、精细治理策略是其有效实践路径,三者均是积极的政府行为,互为支撑,相互作用,共同构成治理的良性循环;实践中,要坚持源头治理、动员多元主体参与,借助信息化手段,逐步迈向高效能治理。Strengthening and innovating grassroots social governance is an important task to promote social construction.Based on the theoretical perspective of active government,this paper discusses the role of the public sector in grassroots social governance from four aspects,which include action boundary,action characteristics,relationship with other governance subjects and action aims.From the two dimensions which include the extent to absorb multi-subject and the level to act energetically,the role of government in strengthening and innovating grassroots social governance can be divided into four ideal types which are“active government”,“fire-fighting government”,“negative government”and“powerless government”.Through analyzing the case of centralized rectification for the appropriation of rural collective assets,it is found that the relevant government behaviors have typical positive characteristics.The theory of active government is a good response to the government’s border problems which the academic circles pay close attention to.Strengthening and innovating grassroots social governance needs the government to play an active role.Its effective practice path includes prejudgment of governance risk,absorption of governance resources and improvement and perfection of governance strategy.All three are positive government behaviors,and they mutually support and constitute a virtuous circle in the field of governance.In practice,it is important to adhere to containment from the source,mobilize the participation of multiple subjects,keep up with the trend of the Internet and gradually move towards simplicity and efficiency.
