治理能力现代化视角下高校采购管理制度建设——基于39所985高校调查的实证分析

摘　　要：梳理大学内部规章制度,既保证制度本身的合理性和时效性,又保证制度之间的匹配性和可兼容,是高校治理能力现代化的必然要求。采购管理是高校运行保障不可或缺的部分,制定符合学校治理能力提升的采购管理制度是大学发展和功能实现的重要保证。基于全国39所985高校采购规章制度的调查,对高校采购管理制度建设提出系统化、规范化、协同性、信息化和实效性等建议。Sorting out the internal rules and regulations of universities,is both to ensure the rationality and timeliness of the system itself,and to ensure the matching and compatibility between the systems,which is the inevitable requirement of the modernization of university governance ability.Procurement management is an indispensable part of guaranteeing university operation.The establishment of procurement management system in line with the improvement of university governance ability is an important guarantee for university development and function realization.Based on the survey of purchasing rules and regulations of thirty nine 985 universities in China,this paper puts forward some suggestions on the construction of purchasing system in universities,such as systematization,standardization,coordination,informatization and effectiveness.
