摘　　要：伴随着公共服务外包实践的演进,公共服务外包在提高公共服务质量和效率的同时也不断暴露出私人垄断、撇脂行为、“公共性拆解”、“内卷化”以及“逆向外包”等问题。论文通过建立利益相关者演化博弈模型,试图分析影响利益相关者策略选择与演化的关键因素,确定各方行为策略趋于稳定状态的条件。研究发现,利益相关者行动策略选择往往与行为选择成本、收益以及发生概率有关。当需求民众参与水平较高时,政府部门趋向于不监管,承包商趋向于正当竞争与诚信履约,评估机构趋向于履行评估职责,反之亦然。本研究建议:作为发包方,地方政府应开创竞争环境,把握好监管力度;作为承接方,承包商应采用先进技术,培养和吸纳专业人才;作为评估方,评估机构应秉持独立公正立场,理性专业评估;作为消费方,需求民众应主动参与,表达服务需求取向,并注意监督服务质量。With the evolution of the practice of public service outsourcing,while improving the quality and efficiency of public service,public service outsourcing has also been exposed to many problems,such as private monopoly,skimming behavior,“public deconstruction,”“involution,”and“reverse outsourcing.”By establishing the stakeholder evolution game model,this paper attempts to analyze the key factors that affect the stakeholder strategy selection and evolution,and determine the conditions for the parties’behavioral strategies to tend to a stable state.It is found that stakeholder’s choice of action strategy is often related to the cost,benefit,and probability of behavior choice.When the level of public participation is high,government departments tend to be unregulated,contractors tend to be competitive and honest,and evaluation agencies tend to perform evaluation duties and vice versa.The study suggests that local governments should create a competitive environment and master the intensity of supervision as regulators.As the contractor,the contractor shall adopt advanced technology to cultivate and absorb professional talents.As the evaluation party,the evaluation institution should uphold an independent and fair position,rational and professional evaluation;As consumers,the demanders should take the initiative to participate,express service demand orientation,and pay attention to the supervision of service quality.
