县域医共体模式下乡镇卫生院中医药服务SWOT-PEST分析与对策研究

摘　　要：通过构建SWOT-PEST二维空间分析矩阵,对县域医共体模式下乡镇卫生院中医药服务进行分析。政治因素方面:优势是国家政策鼓励发展县域医共体、重视基层中医药卫生事业发展等,劣势是政策偏宏观、地区发展差异较大、体制建设健全但经验总结不到位等,机会是配套政策不断完善、基层中医药市场潜力大等,威胁是基层中医药创新能力不足、成果转化不理想等;经济因素方面:优势是价格相对低廉、基层中医药产业得到大力扶持,劣势是乡镇卫生院盈利能力不足、原材料产地碎片化,机会是各地对基层机构投入加大,威胁是部分中医药服务项目未纳入医保;社会因素方面:优势是社会认可度增强,劣势是乡镇卫生院基础配套设施不完善,机会是中医药服务需求增加、县域医共体信息平台逐步建立,威胁是特色科室不足;技术因素方面:优势是基层中医药治未病和康复特色能力凸显,劣势是县域医共体单位协同发展不强、层次人才缺乏,机会是智能医共体中医药平台的打造,威胁是上转下沉平台建设不够、服务于现代化基层中医药的产业欠缺。总体而言,发展优势多于劣势,机遇大于威胁。需准确地理解县域医共体的含义以及建构模式,通过健全中医药服务投入体制机制、加强协作体中医药宣传、加快医共体单位信息化建设、创新县乡两级人才管理规范机制等进一步推动县域医共体模式下乡镇卫生院中医药服务事业的发展。It analyzes traditional Chinese medicine(TCM)services of township hospitals under the model of county medical alliance through building SWOT-PEST two-dimensional analysis matrix.On political factors:the advantages are that national policy encourage to develop county medical alliance,pay more attention to the development of traditional Chinese medicine in grass root;the disadvantages are that policy close to macroscopic,large difference in regional development,sound of system construction but summary of experience is not in place;the opportunities are that policy continuously complete,large market potential of grass-root Chinese medicine;the threatens are that insufficient of innovation ability of grass-root Chinese medicine,unsatisfactory of achievement transformation.On economic factors:the advantages are that price is relative low,grass-root Chinese medicine industry get great support;the disadvantages are that insufficient of profitability for township health center,fragmentization of raw material production area;the opportunity is that local government increase investment for grass-root institution;the threaten is that part of TVM items does not bring into medical insurance.On social factors:the advantage is that increase of society recognition degree;the disadvantage is that imperfection of basic supporting facility in township health center;the opportunities are that increase in demand of TCM service,gradual establishment of information platform in county medical alliance;the threatens are that insufficient of feature department,dark presence of part of TCM.On technical factors:the advantage is that prominent of preventive treatment and recovery feature in grass-root TCM;the disadvantages are that weak of coordinated development of county medical alliance units,lack of hierarchy personnel;the opportunity is that creation of intelligent medical alliance TCM platform;the threatens are that insufficient of platform construction of turn on the sink,lack of the industry of service for mordenization grass root TC
