摘　　要：社会单位参与社区居民共享服务资源是社区治理落实十九届五中全会共建共治共享理念的重要内容。基于对北京市X区19个参与资源共享单位相关负责人的深度访谈,探析不同类型单位参与共享资源的动机和期望,梳理出单位资源共享的四种类型,即主动开放/积极共享、主动开放/保守共享、被动开放/积极共享和被动开放/保守共享。研究发现,单位共享资源的动机涵盖社会、政治和经济等多个方面;动机与期望二者交互作用,形成推和拖两种相反作用。因此,有必要从信息对接、组织保障和差异化激励等方面建立机制,增强“推”的作用,减少“拖”的作用,把社会单位纳入社区治理共建共治共享格局之中,促使单位将资源共享作为参与社区治理的内生行动。The participation of social units in community residents sharing of service resources is an important part of community governance to implement the concept of co-construction,co-governance and sharing in the Fifth Plenary Session of the 19th CPC Central Committee.Based on the in-depth interviews with the relevant leaders of 19 units participating in resource sharing in X District of Beijing,this paper analyzes the motivation and expectation of different types of units participating in resource sharing,and sorts out four types of unit resource sharing,namely active open/active sharing,active open/conservative sharing,passive open/active sharing and passive opening/conservative sharing.It is found that the sharing of resources by units covers many motives,such as social,political and economic motives.Moreover,motivation and expectation interact with each other,forming two opposite effects:push and drag.Therefore,it is necessary to establish a mechanism in the aspects of information docking,organizational security and differentiated incentives to enhance the role of“push”and reduce the role of“drag”.And units must be brought into the pattern of co-construction,co-governance and sharing in community governance,and be urged to take resource sharing as an endogenous action to participate in community governance.
