Study on Elements of Research Data Management Policy in Western Scientific Research Institutions

摘　　要：[目的/意义]目前在科研机构层面,我国大多数科研机构还没有面向机构科学数据全流程管理需求,建立学科通用的科学数据管理政策。[方法/过程]依据英国数字保存中心和澳大利亚国家数据中心发布的指导性政策文件提炼科学数据管理政策的核心要素。以该核心要素为框架,对多所西方高校的政策样本进行分类汇总研究,获得每个要素的基本规范。最后将核心要素及要素的内容规范与中国科学院出台的《中国科学院科学数据管理与开放共享办法(试行)》(简称《办法》)进行差异对比分析。[结果/结论]对比发现中国科学院印发的《办法》政策文本规范、内容明确、权责清晰。尤其在机构角色职责的定义方面考虑了适用机构特点,试图集中国科学院院所两级力量共同推动科学数据的开放共享。但在涉及数据存储与备份、保存与处理、开放与共享方面缺少详细规定。据此为我国科研机构制定科学数据政策提出了建议。[Purpose/significance]At present,most Chinese scientific research institutions have not yet established a scientific data management policy for the whole process of scientific data,at the level of scientific research institutions.[Method/process]This article extracts the core elements of scientific data management policies based on the guiding policy documents issued by the Digital Curation Centre of the United Kingdom and the Australian National Data Service.Then,using this core element as the framework,the policy samples of many Western universities are classified and summarized to obtain the basic norms of each element.Finally,we compare the“Chinese Academy of Sciences Scientific Data Management and Open Sharing Measures(Trial)”(referred to as“Measures”)with the core elements and content specifications summarized in the previous step.[Result/conclusion]It is found that the policy text of the Measures issued by the Chinese Academy of Sciences is standardized,clear in content,and clear in rights and responsibilities.In particular,the“Measures”considers the characteristics of applicable institutions in the definition of institutional roles and responsibilities,and attempts to concentrate forces at the two levels of academies and institutes to jointly promote the open sharing of scientific data.However,the“Measures”lack detailed regulations on data storage and backup,preservation and processing,and opening and sharing.Based on this,recommendations were made for the formulation of scientific data policies for Chinese scientific research institutions.
