摘　　要：韩国是林业发展起步较早、建设较好的国家,也是全球首个构建了完善的森林福祉服务体系的国家,在森林福祉服务体系建设上已相当成熟,在理论和实践等方面也有很多值得借鉴之处。中韩两国是友好近邻,两国于2015年签署了《中韩关于森林福祉合作的备忘录》,借鉴韩国经验,对于我国林业发展具有重要的启示意义。文章以历史制度主义为主要理论基础,以韩国为典型案例,通过对韩国林业发展的经济、社会、环境等外生因素,对林业发展理念和国家林业行政机构等内生因素以及政策变迁的分析,并在系统梳理韩国林业发展理念的演变以及国家林业行政机构沿革的基础上,认为构建森林福祉服务体系是时代发展的必然要求,同时针对韩国森林福祉服务体系构建的具体实践,从法律法规、服务设施、管理机构、专业人才等4个方面进行深入剖析和解读。文章认为增进森林福祉是践行绿水青山就是金山银山理念、加强我国生态文明建设的时代要求,提出要从加强基础理论研究、完善相关法律法规、明确行政部门职责、加强服务设施建设、培养服务专业人才等方面采取强有力的措施,扎实推进构建具有中国特色的森林福祉服务体系。South Korea is a country that started early in forestry development and is well established. It is also the first country in the world to build a complete forest welfare service system. It is quite mature in the construction of the forest welfare service system, and there is much to learn in theory and practice. China and South Korea are friendly and close neighbors. In 2015, China and South Korea signed the "Memorandum of Cooperation between China and South Korea on Forest Welfare". Learning from the experience of South Korea, it has important enlightenment significance for China’s forestry development. The article takes historical institutionalism as the main theoretical basis, and takes South Korea as a typical case. It examines the exogenous factors(economic, social, environmental)and endogenous factors(the concept of forestry development and national forestry administrative agencies.)of Korean forestry development and policy changes. On the basis of systematically combing the evolution of Korean forestry development concepts and the changes of national forestry administrative institutions, the article thinks that the construction of the forest welfare service system is an inevitable requirement of the development of the times. Based on the specific practice of the construction of the Korean forest welfare service system, the article conducts an in-depth analysis and interpretation from four aspects: laws and regulations, service facilities, management agencies, and professionals. Improving forest welfare is the requirement of the times to implement the concept that green waters and green mountains are golden mountains and silver mountains and strengthen the construction of ecological civilization in China. Only by taking strong measures to strengthen basic theoretical research, improve relevant laws and regulations, clarify the responsibilities of administrative departments, strengthen the construction of service facilities, and train service professionals, can it be possible to promote the construction of
