关于大型国有建筑企业盘活自有城市存量土地的思考

摘　　要：本文旨在探讨大型国有建筑企业利用政策窗口机遇期盘活城市存量用地的思路和路径,分析存量土地自主开发遇到的主要政策障碍。将企业发展诉求与城市建设发展所需相结合,因地制宜推动“整体打包、分类策划”,有利于突破自主开发政策性障碍,实现土地集约化经营,达到企业经济效益和社会效益双赢局面。This paper explores the ideas and paths that the large state-owned construction enterprises use policy window urban stock to revitalize land stock,and analyzes the main policy problems of developing stock land independently.Combines the enterprise development requirement with the urban construction development,and promotes overall packaging and classified planning by the condition of different areas,which are beneficial for overcoming the policy barriers on independent development,achieving intensive management on land,and then achieving the win-win situation between enterprise economic benefit and social benefit.
