美国通过网络战略布局培养网络安全人才的做法及其启示

摘　　要：随着信息化的快速发展,网络安全问题更加突出,对网络安全人才建设不断提出新的要求。网络空间的竞争,归根到底是人才的竞争。美国作为世界头号网络强国,在二十一世纪之初就高度重视网络战略布局,开展对网络安全人才的培养。本文以美国网络战略布局的视角,分别从战略谋划、教育培训、竞赛平台、人才计划、人才发展环境及人才安全审查共六个方面探讨了美国如何培养网络安全人才,对我国培养网络安全人才具有借鉴意义。With the rapid development of information technology,the problem of network security has become more prominent,and new requirements have been put forward for the construction of network security talents.The competition in cyberspace is ultimately the competition of talents.As the world’s leading cyber power,the United States has attached great importance to cyber strategic layout since the beginning of the 21st century and carried out cyber security talents training.From the perspective of network strategic layout of the United States,this article discusses the United States how to cultivate network security talents from six aspects:strategic training,education and training,competition platform,talents plan,talents development environment,and talents security review which provides some references for China’s network security talents cultivation.
